You should be able to get your business found without spending money. If you pay a good web designer that knows search engine optimization (SEO), they should be able to get your ranked high on Google and other search engines without spending extra money. Keep in mind that the parameters Google (and other search sites) use change frequently so you may have to pay your web designer to keep your site up to date. Here are examples of websites I have worked on that are placing very high in search engine results:
Pearl Harbor Day Commemorative Committee: just google Pearl Harbor Day and you will find that pearlharborday.org is on the first page. If you are using Yahoo to search instead, search pearl harbor day and you will find pearlharborday.org is not only on the first page of Yahoo, but is the 2nd result listed.
Clark and Co: Clark and Company is a landscape architecture, design, and construction company in Western North Carolina. If you search landscape architecture company on google, you will find clarkandco.cc listed on the first page.
Flat Rock Signs and Graphics is a sign shop in Flat Rock, North Carolina. Google signs, flat rock, nc or decals, flat rock, nc or banners, flat rock, nc or any other variation of searches and Flat Rock Signs will display on the first page of the Google search results.
Santas of Old is a site set up for a company that makes life sized santas in different old world styles. If you use Yahoo to search life size santas, you will find santasofold.com at the top of the first page of results. This is important since 95% their web traffic in the last 30 days came from search results only.
